Written Statement

The car dominates the junction whether parked or moving. We propose a number of small interventions be introduced: 4th street be reduced to 3 lanes of traffic in each direction with rumble strips. The left-hand turning lane be eliminated to provide a safer pedestrian-crossing. 4th street is very wide to cross safely in one movement. We propose an intermediate zone be provided so that the crossing be made safely in 2 stages. Where space allows, pedestrain crossings are staggered to increase safety. The central median is formed by undulating grass lit by led-lights. This undulating form again encourages people to cross at designated crossings. The pedestrian zone denoted in paving is set aside as distinct from services and cyclist zones. Bollards at corners and stretching beyond subway exit to encourage people to cross at the pedestrain-crossing.

The bridge dominates views from this junction. It would be an easy answer to turn our backs to it. We feel it needs to be brought into people's consciousness and made part of their everyday experience. The mesh that wraps the underneath of bridge also wraps over the top of the bridge, leaving the lower portion with its detail exposed. Different coloured lights are behind the mesh, which can be turned on and off in a number of combinations from the control panel at the pedestrian-crossing.

A low level raised planting strip is proposed between the traffic and the bicycle lanes. This is to very definitely set the boundary between cars and bicycles and to afford some protection to vulnerable cyclists. Recessed lighting is used to one side of the cycle lane to illuminate the path. A narrower line of planting separates the cycle lane from the pedestrian and services zones.

This narrower strip also denotes the line of trees (stopped short of corners so as not to impair visiblity). Trees are planted more densely on 9th street which has a more residential aspect and should be more humane in its treatment where possible. We propose that low level planting in this strip should refelct the changing seasons; snowdrops brave the frost, then the purple and gold crocus appears, soon the daffodils will bob their heads as people pass by, followed swiftly be tulips. These will come back year after year with little maintenance.

Level access details are used at all crossings to facilitate wheelchair users. Small cobble setts are also provided so that change in material, colour and texture will also signal changing conditions. The service zone houses bicycle racks, bins, seats and newspaper stands. It narrows and expands and wraps up onto nodes such as the subway entrances. This zone is distinguished by the material used which wraps and moulds itself into seats and bicycle racks and onto walls of the main subway entrance beneath the bridge. A different colour is used on 4th street to distinguish the more private nature of the street.
