Written Statement

4th+9th

PRINCIPLES
- Establish the intersection of 4th Avenue and 9th Street as a destination.
- Reinforce the area’s importance as a multi-modal transportation hub with quality street design and sustainable infrastructure that supports pedestrians, cyclists, transit and automobiles.
- Accommodate a diverse range of users and activities through flexible, multifunctional spaces.

STREET DESIGN
- Redesign 4th Avenue and 9th Street as single direction traffic flows as other major streets in the area.
- Create a pedestrian street along 4th Avenue, allowing only trolley and bike access throughout the day.
- Maintain 9th Street as a principal east-west axis, but create a one way chicane to enhance pedestrian and bicyclist safety by limiting turning movements and reducing speed.
- Establish four street typologies to provide design solutions that are appropriate to the distinct character of each street: residential, connector, green corridor and pedestrian
- Require commercial and active street frontages along 4th Avenue and parts of 9th Street to attract more foot traffic to the area.
- Encourage architectural elements that enhance street life: building recesses, arcades and balconies.
- Protect the existing neighborhood character while encouraging new mixed use development on underutilized lots.

PEDESTRIANS
- Enhance pedestrian safety with raised intersections and distinctive paving within pedestrian priority areas and at critical intersections.
- Widen sidewalks to provide better access and movement.
- Require minimum clear paths along sidewalks to ensure pedestrians are not competing with street furniture and amenities for space.
- Provide cross access throughout the block that captures actual pedestrian movements and gives pedestrians greater mobility.
- Place activities (parks, playgrounds, public art) strategically throughout the area to encourage social interactions and physical activity.

BICYCLES
- Establish two types of bike lanes- express lanes for deliveries and comfortable commuters and local/recreational paths for novice, children and leisure. Express lanes are located alongside auto traffic with small buffers while local bike lanes are protected by planted buffers.
- Create bikeshare and bike stations with shower/changing facilities adjacent to public transit.
- Require Class I bike parking indoor for long-term users and Class II bike parking outdoor for short-term users.

TRANSIT
- Improve existing transit infrastructure to ensure adequate and safe transit connections between modes.
-Enhance subway access by widening existing street entrances and adding new entrances and elevators that are universally accessible to handicap, cyclists and families.

AUTO
- Decrease auto-dependency by investing in alternative transportation methods.
- Encourage car-share programs and provide priority on-street parking spaces for its users.
- Permit auto parking within residential building, but prohibit curb cuts on pedestrian streets and limit on all other street typologies.

SUSTAINABILITY
- Water: Decrease roadbed width and use pervious surfaces on all streets to reduce stormwater runoff. Rain gardens and bioswales further reduce runoff.
- Soil + Air: Increase the amount of trees and plantings to lower surface temperatures and provide shelter and cleaner air.
- Vegetation: Incorporate urban agriculture, edible landscape and native plants in newly created greenspaces.
- Energy: Lower energy consumption and reliance on public utilities to support street infrastructure. Use solar powered lighting and wind turbines to supplement energy sources.
